Who can verify CBAM emissions, and where India stands
Verification is the step between having your figures and your buyer being able to use them. It is also the step that does not exist yet.
No CBAM verifier holds accreditation yet. The Commission states that the list will be published on its verification page when the first accreditations are granted.
What that means for you
- Verification of actual emissions has to be done by a verifier accredited by a national accreditation body in the EU or EEA.
- Until the first accreditations are granted, nobody can complete that step, whatever they may be offering.
- Preparation is still worth doing now. The data a verifier will ask for is the data you have to collect anyway, and collecting it a year late is how the default values end up being used.
A practical warning. Anyone offering you completed CBAM verification today is offering something that cannot yet be granted. Preparation, gap analysis and readiness work are all real and worth buying. A verification statement is not, until the first accreditations are issued.
Where NABCB and India stand
What is confirmed. Under the Commission's framework, accreditation for CBAM is granted by national accreditation bodies located in an EU country, or an EEA country once CBAM is incorporated into the EEA Agreement. Those bodies are the ones competent to grant it.
What that does not mean. It does not mean a verifier has to be a European company. Several national accreditation bodies have said they will accept applications from bodies established in third countries. An Indian verification body can pursue accreditation through one of them.
What is not confirmed. Whether India's National Accreditation Board for Certification Bodies will be recognised for CBAM purposes is a live policy discussion and not a settled outcome. The current framework does not provide for NABCB itself to accredit CBAM verifiers for EU purposes. This page will not say that recognition has happened until the Commission says so, and it will not say it cannot happen either, because neither claim is supported today.
Why the caution is not fence sitting. An exporter who plans on NABCB recognition arriving, and is wrong, has no route to verification for the 2026 reporting year. An exporter who plans on it never arriving, and is wrong, has spent money they did not need to. The defensible position is to prepare the data, which is required either way, and to watch this question rather than bet on it.
The verifier count is monitored weekly. Accreditation body counts were read by hand on 4 September 2026 and are not scraped, because counting names off a page is how a tool ends up publishing a number nobody stated. Preparation estimate. Not an official CBAM declaration or verification.
